ASUU notice to its members regarding the planned IPPIS biometric screening

The attention of the Academic Staff Union of Universities (ASUU) has been drawn to circulars from some Registrars and Bursars of some Federal Universities informing “concerned” staff of the arrival of IPPIS Team from the Office of the Accountant General of the Federation (OAGP) and requesting such staff to avail themselves for the above-titled exercise with some listed documents. Further misleading information is that the exercise would be for staff that have enrolled in the IPPIS Platform without Biometric Data; no such “enrolment” exists.

After exhaustive deliberations and syntheses of the issue, the National Strike Coordinating Committee (NSCC) of the Union has come up with the following observations

A. Having been faced with the reality that the University Transparency and Accountability Solution (UTAS) was now fully developed and undergoing its final stage of integrity test for immediate deployment, the sponsors of IPPS are disappointed and became more desperate than ever in the propaganda for coercing Academic Staff to enrol onto the IPPIS Platform. If we take away the Nigerian Defence Academy (NDA), Kaduna and the Nigerian Army University, Biu (NAUB) less than 15% of the Academic Staff in Federal Universities have enrolled in IPPIS. 

B. The mischievous payment of salaries to loyal ASUU members who have not enrolled onto the IPPIS Platform was deliberately designed for this exercise in order to lure ASUU more members into IPPIS enrolment through the back door. Those visiting or on sabbatical in other Universities are also targets; with the OAGF claiming that these staff had consented to lPPIS enrolment by accepting the salaries paid to them and, as such, should be regularised.

C. The merchants of the IPPIS are paying heavily to misinform the public with such fake news and propaganda like “the FG taking ASUU to Industrial Arbitration Court”, “a crack in the membership of ASUU”, “other University-based Unions have developed their salary payment platforms”, among others.

In view of the above, NSCC is requesting all ASUU Members (whether being paid salaries or not) never to avail themselves for the said IPPIS Biometric Data capturing. ASUU Members should continue to be resilient and committed to this Struggle, having put in so much and gone this far. The National Leadership of the Union is not going to disappoint its members; it is working assiduously for the amicable resolution of all the issues in the Union’s favour.
